Social security and Medicare taxes apply to election workers who are paid $2,400 or more in cash or an equivalent form of compensation in 2025. The total tax reported on the “Total liability for the quarter” line of the amended Schedule B must match the corrected tax (Form 941, line 12, combined with any correction reported on Form 941-X, line 23) for the quarter, less any previous abatements and interest-free tax assessments. Prepare an amended Schedule B showing the $3,000 liability on day 1 of month 3.

Several changes have been made to the 941 and to Schedule R, while Schedule B remained largely unchanged for 2024. Many of the changes found throughout the form, schedules, and instructions this year are related to the expiration of portions of the Tax Relief Act of 2020 and the American Rescue Plan Act of 2021 regarding sick or family leave. None of the forms or instructions had any substantive changes from the drafts released in October 2023 or January 2024.

At this time, the IRS expects the March 2025 revision of Form 941 and these instructions to also be used for the second, third, and fourth quarters of 2025. If changes in law require additional changes to Form 941, the form and/or these instructions may be revised.
